Economic forecasting generally entails providing forecasts of economic activity and examining their relationship to government budgets and taxation. Policy analysis typically involves the evaluation of legislative & regulatory proposals and the potential impact on the Arizona economy & public resources.

Services for the Maricopa County Office of Management and Budget
Under a three-year contract, Elliott D. Pollack and Company is providing economic and budget forecasting for the County's Office of Management and Budget. The firm provides a full range of services for OMB including analysis and projections of County and State economic activity and short and long range forecasting of tax revenues. The services provided have resulted in improvement and greater accuracy in the County's three to five year budget projections.

Maricopa County Economic Forecasting Review
Elliott D. Pollack and Company was retained by the Maricopa County Internal Audit Department to undertake a review of economic forecasting practices and techniques used by the County's Office of Management and Budget. The purpose of this audit was to (1) review the County's current forecasting practices and comment on forecasting accuracy, reliability, assumptions and economic models and (2) provide recommendations for improvement and modification of the existing forecasting efforts.

Economic Review of Affordable Housing Issues – Arizona Department of Housing

This analysis examined the economic feasibility of select proposals to improve housing access for moderate to low income residents of this State.  The proposals were put forth by the Arizona Incentives for Affordable Housing Task Force in June of 2006.  The recommendations were segmented into four categories: Finance, Barriers & Incentives, Education, and Land/Land Planning.

 

Small Area Transportation Study for Florence/Coolidge

Elliott D. Pollack & Company, in association with Lima & Associates, provided micro level residential and commercial projections for areas surround the Florence/Coolidge regions for a regional transportation model.

 

Housing Needs Assessment and Strategy – City of BullheadCity

This report was used to complete a housing needs assessment for the City of Bullhead City.  The City was concerned that recent changes in the housing market have made finding quality, affordable housing difficult for the average household, and that this was having a negative impact on the ability of the City to attract and retain critical support personnel.  Like many other parts of the country, BullheadCity has seen a large increase in the price of homes in the last few years.  The purpose of this study was to determine the extent to which the changing dynamics of the housing market has impacted the ability of the workforce to obtain quality affordable housing, and what actions the City should take to ensure that there is affordable workforce housing available in BullheadCity in the future.

Maricopa CountyCost of Development Study - Maricopa County Planning and Development Department

Elliott D. Pollack & Company was retained to conduct a study of the cost of development that examines the impact of growth on MaricopaCounty over the next 20 years.  The study was conducted in two phases.  The first phase evaluated the costs of and revenues generated to the County General Fund from new growth occurring within its boundaries.  Phase Two examined legal and fiscal issues related to the adoption of impact fees.  As part of the Growing Smarter legislation passed over the last two years, counties in Arizona now have the authority to enact development fees for certain services, specifically water, sewer, streets, parks and public safety facilities.  The study suggested strategies and guidelines for adopting impact fees as well as development fee levels that can be supported for the unincorporated areas of the County.
